That is primarily due to the lack of enforcement. When laws are not enforced, THAT is the definition of lawlessness, a word bandied about quite a bit here by expats who are used to seeing REAL traffic enforcement in their home countries. I have lived in the city for about 5 years now, so I usually walk or take public transportation to get somewhere. I've noticed that many of the taxi/jeepney/fx drivers have extremely short tempers.
